Lucas County commissioners honor two local education leaders for Women’s History Month

At a meeting of the Lucas County Board of Commissioners, county leaders presented proclamations recognizing two local women for contributions to public education as part of Women’s History Month.

The commissioners proclaimed Francine (Fran) Lawrence and Chris Varwig for their long service to Toledo classrooms and school governance. The recognition included brief remarks from commissioners, union leaders and the honorees, and a ceremonial photograph.

The presentations acknowledged Lawrence’s decades of labor and education advocacy. Commissioner Cabecki introduced Lawrence’s record and said Lawrence had “made her voice known of the importance of public education.” Commissioner Gerken said Lawrence was “fierce, but she was respected.” Kevin Dalton, identified in the meeting as president of the Toledo Federation of Teachers, described Lawrence as “an icon” and said she had encouraged many educators to take leadership roles. Lawrence, who has been active in local and national teacher organizations, accepted the proclamation and thanked the commissioners.

The board then surprised Chris Varwig, a long-serving Toledo Public Schools board member who also served as president of the Ohio School Boards Association, with a proclamation. Commissioners credited Varwig with work on finance, curriculum, facilities and community engagement; one commissioner noted Varwig’s role in revitalizing the TPS Foundation and expanding career-technology programs. Kevin Dalton told the room that Varwig’s “service above self” and hands-on advocacy for families and students had been a model for others. Varwig thanked the board and family members present.

Both proclamations were moved and approved by voice roll call; each motion passed unanimously with the three commissioners voting “yes.” Photos followed the presentations.

The recognitions were ceremonial; no policy changes or funding decisions were made as part of the proclamations.
