The Morrow County Board of Commissioners unanimously approved a series of routine contracts, fund transfers and appropriations at its March 10 meeting, including a bridge replacement contract, a landscaping estimate for the Community Services Building and travel approval for the county auditor.
The actions were part of the meeting’s consent and miscellaneous business. Commissioners voted by roll call with both commissioners recorded as voting yes on each listed item.
The board approved the minutes of the regular session of March 5, 2025, and the county’s bills (listed as number 1319 in the meeting packet). Commissioners also approved payments tied to hospital-care nurse services and reimbursement to the coroner for toxicology testing and completed an appropriation of certified funds to the county recycling fund.
County staff told the board that one appropriation item reflected leftover funds from an ARPA (American Rescue Plan Act) grant; staff said a related purchase order still needed to be closed to clear the cash balance.
Other approvals included: - A transfer of funds to the engineer’s fund (roll call: Mason — yes; Abraham — yes). - Acceptance of the recommendation report from the tax incentive review council (roll call: Mason — yes; Abraham — yes). - Approval of the 2025 landscaping estimate for the Community Services Building with vendor Timbertop; the estimate increased by $110 compared with the previous figure (roll call: Mason — yes; Abraham — yes). - Approval of a contract with Copper Construction Incorporated for an Issue 1 bridge replacement project (roll call: Mason — yes; Abraham — yes). - Approval of a quote from Georgia Mills Carpet for new flooring in the treasurer’s office, $1,614, and the related appropriation of certified but unappropriated monies from the capital projects fund to pay for the work (roll call: Mason — yes; Abraham — yes). - Approval of a quote to install or repair the employee entrance door at the commissioners’ office, $1,117 (roll call: Mason — yes; Abraham — yes). - Approval for Auditor Connie McChesney to attend the County Auditors Association summer conference June 3–6 and to pay overnight lodging from the auditor’s fund (roll call: Mason — yes; Abraham — yes).
During general discussion, one commissioner said the board had received correspondence from a concerned citizens group about limiting new solar projects in the county and noted a zoning public hearing scheduled the following day; no formal action on solar was taken by the board at the meeting.
The board recessed and later returned to regular session before adjourning.
