Council approves $348,000 not-to-exceed contract for Indian Hills Drive reconstruction

The Green River City Council approved a work order and contract with Jorgensen & Associates Inc. on April 8 to perform surveying, geotechnical investigation and engineering design for the Indian Hills Drive reconstruction project.
Dustin O’Mearo of the Public Works Department said the contract carries a not-to-exceed cost of $348,000, to be funded from previously allocated 6P funds. With council approval, staff hopes to put the project out for bid in November 2025 and begin construction in the 2026 season.
Council members asked whether the city had solicited additional proposals. O’Mearo explained staff previously issued a request for qualifications, selected from a prequalified pool of firms and evaluated Jorgensen’s cost proposal against similar projects to determine it was fair and reasonable. He confirmed the contract includes coring, soil sampling and lab testing as part of the geotechnical investigation.
Councilman Williams asked if the work order covered construction inspection; O’Mearo replied the contract is for design-only and the city plans to provide in-house project management for construction.
The council approved the motion to authorize the mayor to sign the work order and contract; the vote carried unanimously.
