County engineer presents $24.5 million 2025 capital plan with heavy bridge work; roundabout contract awarded

Butler County Engineer Greg Wilkins told the commissioners on March 12 that the county’s 2025 capital improvement program totals about $24.5 million, with the largest share dedicated to bridge construction, reconstruction or improvements.
Wilkins said the county will advance roughly 14 bridge projects this year and highlighted several that are moving forward with federal and state matching funds. He described Shane Lee Road as a major bridge project, estimated at about $2,220,000, and noted work on truss and slab replacements, rigid overlays and culvert replacements across the county. Wilkins credited a $5 million county allocation earlier in the year with enabling several projects to move into design and construction sooner.
The engineer also reported a roughly 20% decrease in asphalt-paving costs for 2025 compared with earlier estimates, freeing budget capacity for both county and township paving programs. He briefed the board on a planned roundabout at Milliken Road and LeSoresville/Westchester Road (estimated $1.3 million), where property acquisition and coordination with utilities remain in progress.
In the later consent agenda, commissioners approved engineering actions and contracts that implement elements of the plan, including an award to W.G. Stang LLC for the Milliken Road at LeSoresville/Westchester Road roundabout (award not to exceed $1,364,735.47). Wilkins closed by noting ongoing reliance on federal funds, state OPWC matches and local BCO funds to complete the program.
The engineer’s office will proceed with scheduled bids, design-build contracts and force-account work where authorized; commissioners signaled support for the plan and approved the listed contract and procurement items on the consent agenda.
