Pierce County ratifies sale of forfeited Federal Way property; proceeds to drug-investigation fund

The Pierce County Council on April 1 adopted Resolution R2025-114 to ratify the county’s sale of surplus real property located at 713 Southwest 350 Third Place, Federal Way. The council recorded a 6-0 roll-call vote in favor of the sale.
Paul Boehke of council staff briefed the council that the single-family property was seized by the Pierce County Sheriff in September 2019 under the Uniform Controlled Substances Act after an investigation found the property used to cultivate marijuana. King County Superior Court entered a judgment of forfeiture on December 10, 2020; that judgment was under appeal until October 21, 2022.
Why it matters: The sale disposes of county-owned surplus real estate acquired through forfeiture. Net proceeds from the sale are allocated to a restricted law-enforcement fund used for drug investigations.
The county’s packet shows a purchase-and-sale agreement and a legal description; the sale price reported at the meeting was $718,000. The King County assessor’s 2024 tax-assessed value was stated in staff materials as $722,000. Council staff estimated the net proceeds to the county — after closing costs and related expenses — would be about $647,000. Boehke said the net proceeds will be deposited in the county’s Drug Investigation Fund, fund number 122, a special revenue fund for forfeiture proceeds; allowable uses are prescribed by law.
Steve Wambach, deputy director of the Facilities Management Department, and Boehke answered council questions about jurisdiction (property is inside the city of Federal Way, King County), legal authority for seizure and the destination of proceeds. The council opened a public hearing and heard no public comment on the sale.
The clerk called the roll; the final vote was 6 ayes, 0 nays and the resolution was adopted.
Ending: The county will complete the sale to the listed purchasers — Travis Edwards and Madison Moore — and deposit net proceeds into the Drug Investigation Fund (Fund 122) for statutorily allowable uses.
