HARNETT COUNTY — Elections staff told the board they are preparing a preschool-site change packet, including a cover letter and a resolution, to submit to the state board for approval once required documentation and signatures are complete.
A staff member said the packet requires GIS shapefiles and site surveys to verify that proposed sites are handicapped accessible; Shannon (staff) will conduct the site survey and staff will send the files and the signed resolution to the state board once verification is complete. The staff member said a resolution was available at the meeting for signatures and that “Mister Curran…came by the office to go ahead and sign.”
Separately, staff summarized follow-up after the resolution was forwarded. The staff member said the signed documents were also forwarded to the county commission, the county education administration and to local legislators named in the record (referred to as Zenderbergen, Pye and Howard). Staff described monitoring the legislative calendar: the deadline for local-bill submissions passed in February; after that, each senator may file a single “blank bill” and staff said Senator Bergen has the blank bill designated as “Harnett County 23,” which could be used to introduce local legislation if the senator chooses.
Staff cautioned that forwarding a resolution does not guarantee a bill will be filed; the representative must sponsor and draft a bill and the legislature may choose not to act. A staff member who tracks legislation said she checks calendars for hearings daily and that, at the time of the meeting, no bill related to the resolution had been submitted.
No formal board vote on the resolution was recorded at the meeting; staff said they would send the preschool packet to the state board once site verifications and signatures are complete and will notify the board if county commissioners or legislators take further action.
