Council hears update on East Side water plant, Altamira subdivision well and elevated storage plan
Summary
Staff told council that Well No. 8 will supply the first phases of Altamira subdivision but falls short of the project's full buildout; city plans a 750,000‑gallon elevated tank and a second well for long‑term capacity.

City staff told the Navasota City Council on March 24 that work on the East Side water plant and associated infrastructure is progressing but that the recently drilled Well No. 8 will only serve the first two phases of the Altamira subdivision.
Matthew Julian, project manager, said staff has received the East Side water plant construction drawings including chlorination, piping, electrical and generator work and that the pump and motor shipment is pending. Julian said staff measured distribution system cracks for a separate street CIP item and has been coordinating with engineers and contractors to schedule repairs.
"The original plan was everything was gonna be out there, and then we had the issue with the amount of water we were able to get," Julian said, adding that Well No. 8 "is gonna produce enough for, I think, 200 connections. That should get the subdivision up and moving." Julian said the project will place a new elevated storage tank "which will feed the Altamira Subdivision" and that staff is planning a 750,000‑gallon tank to meet projected demand growth.
Why it matters: Staff said the booster pump capacity under Texas Commission on Environmental Quality rules must be addressed; the elevated tank increases storage and helps meet capacity requirements while a second well will be needed for full buildout. Councilmembers requested a workshop to review East Side water and related infrastructure projects.
Key details and clarifications
- Well capacity: Staff reported Well No. 8 produced less than initial expectations and is estimated to support roughly 200 service connections (phase 1 and 2 of Altamira); additional wells will be required for later phases.
- Elevated storage: Staff described a planned 750,000‑gallon elevated storage tank intended to increase system storage "which we projected would satisfy the city for the next 50 years," according to staff comments.
- Schedule and procurement: Staff said the pump and motor shipment and tank mobilization are pending, and that construction drawings were received and are under review before bidding.
- Coordination needs: Council asked for a workshop to review the scheme and get members up to speed on system constraints, sequencing and funding.
Ending: Staff said all items are on schedule and that the Feeder Road leak (a separate repair) has a contractor scheduled to start the week of April 7. Council directed staff to schedule a workshop before a regular council meeting to discuss East Side water and other ongoing infrastructure projects in more detail.
