Sarpy County sets $935,791 guaranteed maximum price for demolition of county jail and West Annex

Sarpy County commissioners on Thursday approved a guaranteed maximum price amendment with Beckenhauer Construction Inc. to demolish the county jail and the West Annex, setting the GMP at $935,791. The motion passed unanimously.
County Administrator Bonnie Moore told the board the work will remove the former jail structure and the West Annex, which was damaged in a storm on July 30 of last year. "This is an exciting day for Sarpy County," Moore said, adding that demolition will be done piece-by-piece using excavators and attachments rather than by implosion. She said salvaging of valuable items has already been completed and rooftop HVAC units have been decommissioned.
The GMP covers Phase 1 — demolition — which Moore said will take about 90 days to complete. She told commissioners Phase 2, expected before the board later this year, will address a new parking layout where the current jail sits. Moore acknowledged the work will be disruptive to the campus but said staff will work to maintain traffic flow.
Moore reviewed historical context: the county's previous jail locations, a 1989 facility built at an earlier cost and capacity, and a 2021 jail project with expanded capacity and different programming. She noted the current effort is limited to demolition of the older structures and the storm-damaged annex.
Commissioners asked a brief set of practical questions about parking and whether the new lot would be public or reserved; Moore said parking will significantly increase and that it will be public. The amendment was moved and seconded from the dais and approved by a 5-0 vote.
The board placed the demolition contract amendment on the consent portion of the regular agenda as Resolution 2025-569 (Guaranteed Maximum Price amendment with Beckenhauer Construction Inc.). The board also thanked project coordinator Renee Frankman for her work coordinating the project.
No additional contract details, such as the GMP breakdown, bonding, or contingency amounts, were specified during the public discussion.
The board moved later into an executive session on personnel and real estate after the vote; no substantive items from that closed session were disclosed when the meeting returned to open session.
The agreement authorizes demolition to proceed under the $935,791 GMP; subsequent board action later this year will address site redevelopment and parking.
