Committee adopts language preserving pay parity for state National Guard employees

Frances Lippitt, budget and policy analyst with the Legislative Services Office, told the committee the military division is statutorily required to maintain parity with federal pay schedules for National Guard administration employees but that a prior restriction would have prevented an intended change in compensation.
Committee members accepted language that exempts the military division from the restriction that would otherwise prevent the division from implementing the compensation change. Members discussed the structure of military pay grades (enlisted E‑1 through E‑9, officers O‑1 through O‑10) and confirmed the language is intended to keep state National Guard pay aligned with federal counterparts performing the same duties.
The committee adopted the language by unanimous consent. Committee staff said the change simply preserves consistency between state National Guard pay and federal changes and does not create a new pay schedule beyond parity adjustments.
