JFAC adopts transparency language for Idaho State University negotiations, bars NDAs

Kevin Campbell, budget and policy analyst for the Legislative Services Office, told the committee the provision “assigns lead [agency] status for the negotiations… to Idaho State University,” requires Idaho State University and the Office of the State Board of Education to provide requested information to the Legislative Services Office, and “prohibits any state office or board member employee from entering into a non disclosure agreement or contract related to the ICOM negotiations or potential negotiations.”
Representative Price moved to adopt the language as shown on the screen; the motion carried on a committee roll call. The clerk recorded unanimous affirmative action across both chambers present for that vote in committee.
Committee members did not amend the language on the floor; staff said the provision is intended to preserve legislative oversight and to ensure information is available to legislative analysts during any negotiation process.
The committee sent the language forward as part of the college and university package.
