Public Works Board warns House approach would force payments pause on active projects

Catherine Gardo, chair of the Public Works Board, told the House Capital Budget Committee that under the House's proposed operating approach to the Public Works Assistance Account (PWAA) the account "would go into the red" and the board would need to pause roughly $110,000,000 in payments on 40 active projects during fiscal year 2027. "If your goal is to keep the account in the black and not delay any projects, the House would need to reduce the $288,000,000 transfer from the public works assistance account by at least $115,000,000 or allow the $131,000,000 in bonds to be used for payments on active projects or stop using diversions like the $114,000,000 transfer to the Move Ahead Washington project," Gardo said during her testimony.
