House Capital Budget Committee reviews $7.6 billion capital budget, hears wide-ranging project testimony

The House Capital Budget Committee met April 1 to hear a staff briefing and public testimony on the proposed substitute capital bond and appropriations bills and related project requests. John Wilson, committee staff, told members the proposed substitute bond bill authorizes about $4,900,000,000 in general obligation bonds and that total budgeted spending in the capital appropriations bill is about $7,600,000,000, of which roughly $4,600,000,000 is bond-supported. "Among the major areas of spending in the proposed capital budget, approximately $1,100,000,000 was for K‑12 education capital programs, about $2,200,000,000 for natural resources related projects and grants," Wilson said, and he listed housing, higher education and behavioral health among other major categories.
