The House Agriculture and Natural Resources Committee voted 11-0 on April 1 to report substitute Senate Bill 50-74 out of committee with a due-pass recommendation.
The bill creates more specific standards for turf seed production and purchase contracts, staff told the committee. Committee members said the measure should help turf growers by clarifying contract obligations and reducing situations in which growers have not been paid.
Representative Schmitt, speaking during the discussion, urged members to support the bill, saying it "will add some clarity and definitions, and I think it will help the turf growers" and that it "eliminates some loopholes where they have not been getting paid." Representative Richards also urged a yes vote, describing the bill as offering "more streamlined processes, more clarity around the contracts and how to adjudicate disputes."
The motion to report the bill out of committee with a due-pass recommendation was made by the vice chair and approved by voice vote. The clerk announced an 11-0 tally: 11 ayes, 0 nays, 0 excused or absent.
With no amendments in the committee amendment packet (EBB), staff characterized the bill as aligning Washington's contract standards with practices in other states. No floor-level amendments were adopted in the committee.
