Nick Fuller, assistant commissioner for the Division of Higher Education, told the committee the department requested permission to reallocate its current advertising and marketing dollars used for scholarship programs so the same funding could be used to promote other division services, including outreach for the college application portal established under the Access Act. Fuller said the request would allow the division to "use the same funding to advertise and market" the common application and other division initiatives, rather than funds being restricted to scholarships alone.
Committee members asked procedural questions about agenda placement and then moved the letter; after a motion and second the committee adopted the governor's letter. No floor questions were raised that changed the department's explanation.
