UND officials estimate roughly $6 million in annual tuition waivers; university to supply committee details
Summary

University officials told the Appropriations - Education and Environment Division that UND issues tuition waivers as part of graduate assistantships, mandated waivers (for military, etc.) and targeted recruitment and retention efforts, and that the university is actively managing waiver levels.
President Armacost said UND aims to keep waivers reasonably low compared with peer institutions and that many waivers are mandatory. “I think between, around $6,000,000 of waivers,” he told the committee when asked for a current estimate.
Carla Stewart, UND’s vice president for finance and operations, explained how the institution has tightened waiver allocations: “We have very few waivers that are granted at the master's level. And most of our waivers that are not dictated, either through a program by the NDUS or others, those are at the PhD level and those students participate either as GSAs or graduate student assistants or graduate research assistants. So really the waivers that we're granting are almost in lieu of salary dollars.”
Stewart said she would provide the committee a summary of waiver amounts and a short history of how the university manages waivers. Committee members noted systemwide waiver totals raised during the hearing and asked UND to put its numbers in that broader context.
No legislative action was taken; UND offered to provide written detail to the committee following the hearing.
