President Armacost and Carla Stewart explained to committee members that UND has submitted paperwork to the State Board of Higher Education and seeks legislative authority to sell or long‑term lease a 20‑acre parcel on the northwest corner of campus and to transfer a small sliver needed by the North Dakota Department of Transportation for a 40th Street underpass.
Carla Stewart told the committee that proceeds would return to the university and be used for deferred maintenance, extraordinary repairs and relocation expenses tied to campus needs. “Those funds would be used for deferred maintenance and possibly for the relocation of some of our departments in Columbia Hall,” Stewart said.
Committee members asked about restrictions and intent. UND said it does not plan to sell land on University Avenue and prefers to retain parcels that maintain campus continuity; sale or lease proposals would include conditions to protect university mission and would be reviewed through a campus procurement process. UND also said it solicited interest earlier this year to learn how potential developers would use the site and that responses are under review.
Representative Swantek noted Section 34 language in the draft that references how proceeds may be spent; UND said that specific legislative language was not submitted by the university and that its stated intent is to apply proceeds to deferred maintenance and relocation, not to shift other statutory funding responsibilities.
No final sale or lease decision was reported; UND asked for legislative authority so the university and the State Board can proceed with formal reviews and negotiations if needed.
