Committee votes 'do not pass' on House Bill 15-72; plans to move selected changes in a cleanup bill

The Senate Finance and Taxation Committee voted to recommend a do-not-pass on House Bill 15-72 and signaled an intention to carry some of the bill’s technical elements into a separate cleanup measure.
Committee members discussed multiple provisions of the bill, including an optional electronic delivery mechanism for property-tax notices and proposed caps on park-district bond authority (a $15 million cap or 1% of total assessed value). Several members and outside stakeholders raised concerns that a $15 million cap would be too low for large districts. The committee noted some of the park-district items may be addressed in other legislation, and agreed to preserve the optional electronic delivery language for inclusion in a technical cleanup bill tied to other property-tax legislation.
Senator Powers moved a do-not-pass motion on House Bill 15-72; Senator Wallin seconded. The committee approved the do-not-pass motion by voice/roll call and designated Senator Powers as the carrier for the defeated bill’s retained technical language to be placed in a cleanup vehicle. No further committee action was taken on the underlying measure.
