The Finance and Taxation Committee set aside action on an amendment to House Bill 14-82 after the bill’s sponsor and the amendment’s author agreed the draft inserted wording that changed the sponsor’s intent.
Senator Rummel told the committee the prime sponsor intended the bill to require bond questions to be decided at a primary or general election rather than at special elections, and to allow school districts to reduce a 60% supermajority to a simple majority where specified. The amendment at issue inadvertently included language allowing special elections; Rummel asked that the committee not act until the drafting error is corrected with Legislative Counsel and the sponsor’s intent is confirmed.
Committee members asked whether the change would affect park boards, townships or other local political subdivisions. Committee staff and Rummel clarified townships do not have authority to issue bonds; Rummel said the proposal is intended to affect bond elections only. Members deferred further action until a corrected amendment is filed.
