Senate committee approves amended House Bill 14-42 to create government-efficiency task force

The Senate Finance and Taxation Committee voted to approve an amendment to House Bill 14-42 and gave the bill a due pass as amended.
The amendment changes the composition and duties of a proposed government-efficiency task force. Under the amended language, the task force will have 10 members serving two-year terms: four members appointed by the governor and six legislators (three senators and three House members) appointed by their respective leadership. The chair will be selected from the six legislative appointees by the chair of Legislative Management. The amendment also removes language directing the task force to review boards and commissions, because Senate Bill 2308 already establishes a separate boards-and-commissions review that will report to Legislative Council.
Committee members approved the amendment 6-0. Later, the committee voted 5-1 to give House Bill 14-42 a due pass as amended; the roll call shows one no vote. Senator Wallin was announced as the carrier to shepherd the bill forward.
The amendment was described to the committee as the product of discussions among the bill’s sponsor, the governor’s staff and legislative leaders. Committee members did not debate the substantive policy changes beyond the membership and the deletion of the duplication with Senate Bill 2308.
The bill will move forward as amended for further action consistent with Senate procedures.
