House passes bill to create certified community behavioral health clinics, 85-3

Representative Dobrevitch, carrying the measure, said a previously proposed one-time $150,000 appropriation for signage changes was removed by the Appropriations Committee. “The amendment is section 36, which was for a hundred and $50,000 for signage changes at the human service centers, was removed by appropriations,” Dobrevitch said.
Representative Nelson and others described a phased certification process: there are eight human service centers in the state that are expected to convert over time to the CCBHC model; the change aims to expand behavioral health care access across North Dakota by enabling more local, outpatient services.
Outcome: SB 21-13 passed the House 85-3. The bill carries a fiscal note noting a $150,000 one-time general fund expenditure had been in an earlier version but was removed by appropriations.
