Sumner County self-insurance committee approves two employee waivers, directs review of bariatric coverage

The Sumner County Self-Insurance Board Committee approved waivers for two employees and voted to direct staff to review coverage rules for certain bariatric procedures at a special-called meeting in April (2 p.m.).
The actions came after the committee approved the meeting agenda and briefly entered an executive-session discussion about the legal status of one waiver. A county law director told the committee that holding the executive discussion was within the board’s purview.
A staff member told the committee that each of the two employee waivers “have met all the requirements.” The staff member added the only outstanding items were signatures, including the chairman’s. The committee voted to approve both waivers; the motion passed unanimously and the staff member said the documents would be signed after the meeting or made available for employees to sign later.
On a separate agenda item, the committee discussed whether to continue, rescind or revise coverage for what the transcript records as "lehi band non experimental gastric sleeve procedure and gastric bypass surgery programs." Committee members said the existing program language and forms need improvement and requested clearer criteria for employee eligibility. A staff member offered to provide blank copies of the forms by email or in person for review.
The county law director recommended narrowing a proposed motion so that any review would exclude HIPAA-protected material. The committee approved a motion to have the program reviewed with HIPAA-related material removed from the documents considered in public committee discussion.
Committee members also voted to retain the program for now while directing staff to return with proposed guardrails and implementation suggestions at a future meeting or study session. One committee member said rebuilding the program at the same meeting would be impractical and urged a separate session to develop criteria and safeguards.
The meeting closed after the votes. Staff said it would email copies of the forms to committee members; the staff member also noted the forms “have a lot of requirements,” and that the committee would review those details at the follow-up meeting.
Next steps specified during the session include signing the approved waiver documents and scheduling further committee review of the bariatric program paperwork and proposed guardrails.
