The citation, introduced by Senator Brenda Stanley, recounts that Randy Vitalis, a Dover High School player, suffered cardiac arrest during the game. The resolution says Miller — drawing on lifeguard training — assessed the player, opened his airway, checked for a pulse and began CPR. The citation credits the combined efforts of Miller, Dover coaches, bystanders and the AED with playing “a critical role in saving Randy Vitalis' life, ensuring he made a full recovery.” The clerk read the citation aloud on the Senate floor.
Senator Brenda Stanley moved the recognition on the floor; the formal citation was read and placed on the record. After the reading, Stanley asked members to acknowledge Miller with applause, saying, “Members, please give Magnus Miller a giant round of applause.”
The Senate also handled two brief procedural items before adjourning. A motion was made to allow Senator Stanley to bring an entourage onto the floor and to use the floor leader’s microphone; sergeants were instructed to bring the entourage and Stanley was authorized to use the floor leader’s mic and to be seated in the gallery. Later, the Senate agreed by voice vote to stand adjourned until 1:30 p.m. on Wednesday, April 2, 2025.
The recognition underscores advocates’ frequent legislative emphasis on CPR training, emergency preparedness and the availability of AEDs in schools and public venues; the citation and remarks on the floor framed Miller’s actions as an example of the value of that training.
