Transportation committee approves road-naming resolutions, dedicates sign for fallen Gwinnett corrections officer

The Georgia House Transportation Committee on an oral voice vote approved a package of road-naming resolutions that includes HR 809, dedicating a sign on State Route 316 at High Hope Road in Gwinnett County in memory of Senior Corrections Officer Scott Osborne Reiner.
Representative Donna Tucci, who introduced HR 809, told the committee, "I'd like to introduce to you the memory of senior corrections officer Scott Osborne Reiner." Tucci said Reiner was killed on Dec. 13, 2022, in the parking lot of the Gwinnett County corrections facility as he prepared to start a shift. She said Reiner served 13 years and led a program that let at-risk teens hear from Gwinnett County offenders, a program revived in 2024 as the Scott Reiner Prison Awareness Program.
Josh Waller, speaking on behalf of the department, thanked committee leadership and staff for preparing the resolutions and filings. Waller said legislative and department staff — including Abby Day, Abby Handel and Jenna (legislative council staff) — handled the work that produced the signs and paperwork. "We appreciate everything I've done to get legislation moving," Waller said.
Committee members voiced approval when the chair called for a motion to adopt SR 02/31, the Senate vehicle being used to carry multiple dedications; the chair then called a second motion for the related SRA bundle and the committee again approved by voice vote. The committee record shows the package was adopted with "ayes" and no recorded opposition.
Tucci said HR 809 will place a sign at State Route 316 and High Hope Road in Gwinnett. She noted Reiner's program was intended to show at-risk youth the consequences of crime and that the young man who killed Reiner was the kind of youth Reiner sought to help.
Committee members and staff also noted that 21 dedications are being added overall this year and that SR 02/31 carries five of those dedications. The committee chair and staff encouraged members to review the written resolutions available in the meeting materials.
The committee also acknowledged a small gift from the Georgia Highway Contractors — insulated cups bearing the committee logo — that will be distributed from the chair's office.
