Arizona Senate approves package of House bills and adopts resolution backing Palo Verde

Arizona State Senate, March 31, 2025 — The Arizona Senate on March 31 approved a series of House bills on third reading and adopted a concurrent resolution expressing support for the Palo Verde Generating Station.
The package of bills included measures on water quality, technical registration, municipal zoning and other subjects. Lawmakers recorded final passage for several bills during third-reading votes and instructed the secretary to transmit the measures to the House.
House Bill 21-27, a measure described on the floor as relating to water quality control, passed on third reading by a vote of 28 ayes, 0 nays and 2 not voting. House Bill 2,200, a change described in the calendar relating to the state board of technical registration, also passed 28-0 with two not voting. House Bill 2,110, described on the floor as an amendment to municipal zoning statutes and treated as an emergency measure, passed by a recorded vote of 27 ayes, 1 nay and 2 not voting; the clerk noted the measure required a two-thirds vote to pass with an emergency clause. The clerk recorded each final action on the journal and the Senate directed the secretary to transmit passed measures to the House for further processing. The journal shows the bills and the concurrent resolution were passed in open session and the secretary was instructed to record and transmit the actions.
