During public comment, a speaker who identified herself as Lisa asked the commission to make clear exactly what text in the manual is being changed and to circulate a redlined version so elected officials could review and provide input before adoption. Lisa said elected officials are referenced in the personnel policy as participants in drafting and review and requested transparency so they could “cast that vision” and know what would be implemented.
A county official identified in the hearing as Mark said staff would circulate the draft changes — including the redlined language — to elected officials and allow a dedicated time period for responses before the item returned to a future hearing. The presiding commissioner and Commissioner Oberschmidt agreed to table the motion to allow that review.
The commission’s discussion on the personnel policy also touched on a substantive payroll/leave detail: a county speaker explained the county’s current practice had been to grant new employees a short-term allotment of leave after about six months without deducting that allotment from the employee’s annual leave balance, while the county’s union contract had been written to deduct the six-month allotment from the yearly allotment. County staff said the intent of the revision is to align the written policy with current practice so employees are not having leave taken back.
Commissioner Oberschmidt moved to table commission order 2025-39; the motion was seconded by the Second District commissioner. The motion carried on recorded “ayes” from the first- and second-district commissioners and the order was tabled for further explanation and time for department heads and elected officials to comment.
The item will return at a later hearing after staff circulates the redlined draft and receives any comments. The commission did not set a decision date on the record.
