Franklin County Commission approves series of contracts, cyber insurance, 911 membership and licensing quotes

On Jan. 21, 2025, the Franklin County Commission approved a package of commission orders authorizing contracts, membership fees and insurance coverage intended to maintain county IT, communications and public-safety services.
The commission approved a renewal of a memorandum of understanding between the Missouri Department of Corrections and the Franklin County Health Department that will pay the health department $20 for each TST and evaluation provided to employees plus a $3 billing fee. The commission also approved a planned service agreement with CK Power for generator maintenance at county sheriff facilities, with a total cost not to exceed $5,009.57 for a three-year term.
Commissioners voted to award a sole-source purchase to Clearspan LLC for telephony services that the transcript identified as related to AT&T’s HVS Mitel system for the county phone network and to approve a quote from Insight for Microsoft server and database licensing not to exceed $155,678.09.
The commission approved a tier-2 membership for Franklin County 911 communications called in the record as "Nina," at a cost not to exceed $1,650; Jeff Titter, who addressed the commission, said the membership would expand discounted training for dispatch staff, saying, "This is just another worthwhile organization that many many memberships, many communication centers memberships of. It, will give open up our to dispatch training at a discounted rate. So I think it's just, worthwhile to get more training for for our folks." The commission also accepted a cyber insurance quote from Cowbell Cyber Incorporated with a premium of $27,799 for a policy period of Feb. 1, 2025, through Feb. 1, 2026.
The meeting closed its action items by approving a consent agenda that included a liquor license for All In 1 Liquor, building-department fee updates, recorder-of-deeds fees and prosecuting-attorney fees for December 2024, and an auctioneer's license for Dee Riley Auction and Realty LLC.
Motions to approve the items were regularly made by Commissioner Ken Cox and seconded by Commissioner Paul Overschmidt; each action was approved by voice vote with commissioners answering "aye."
