Council approves purchase of tarp deployment system for landfill to replace disposable cover

The Conway City Council voted 7-0 to approve the lowest bid and purchase a tarp deployment system for the sanitation department’s landfill operations.
Sanitation staff presenter Nathan Davis described the system as a reusable tarp deployment method that would replace single-use plastic film and sand currently used as alternate daily cover. Davis said the city spends about $40,000 a year on plastic and sand and that the tarp system would pay for itself in roughly one year and reduce landfill space used by cover materials. Landfill manager James Lloyd was on hand to answer technical questions.
Council members asked about life expectancy and vendor experience. Davis said the tarps have an expected life of about five years; one bidder’s machine is gas-powered and another diesel-powered, and Davis said both vendors produce similar equipment. The administration recommended awarding the contract to the low bidder; the council approved the procurement by unanimous vote.
The council adopted Resolution R2508 to purchase the tarp deployment system; staff said they will follow normal procurement and equipment acceptance procedures.
