The Conway City Council voted unanimously to rezone 643 Reedy Road from A-1 to O-3 and immediately granted a conditional-use permit to allow a childcare facility to operate in the newly zoned parcel.
Planning staff said Keisha Jefferson’s early learning center has operated at the site for more than 10 years and is currently a legally nonconforming use in the A-1 zone. Jefferson applied to construct a 608-square-foot addition, a change that triggered the need for zoning compliance; staff recommended rezoning to O-3 as the best fit with surrounding uses. The planning commission recommended approval unanimously.
Keisha Jefferson told the council she sought additional space for teacher planning, meetings and therapy rooms; she said the center has operated at the site for years and the requested expansion will support ongoing services.
Council adopted Ordinance O2532 to rezone the property, then voted to approve the conditional-use permit required to allow the daycare to operate in the O-3 zone; both votes were 7-0. Councilmembers encouraged Jefferson to continue her operations and wished her well.
The conditional-use permit and future construction remain subject to site development review, permitting and all applicable regulations.
