The appropriation was requested after initial vendor estimates proved low: "I came before and asked about appropriating $25,000 for furniture...now that we're way deeper in the process, he was way off with his approximate calculations," the clerk said during the meeting. The clerk said the final quote from Kimball was expected the next day and estimated the total requirement at "more in the 35 to 40 range," though she asked for the advertised additional $25,000 to allow placing orders immediately.
The clerk explained how the perpetuation fund is funded and spent: fees for copies and certifications flow into the account, and state rules limit eligible expenditures to records and records-security related items. "Every time somebody comes to the clerk's office and they want a copy of a record...that money goes into that fund. That's the only thing," she said. She reported the fund balance at about $300,000 and said typical annual receipts were roughly $30,000 to $35,000.
Commission discussion focused on the fund's balance, allowable uses and the clerk's prior uses of the fund for a back door, security locks, a safe and other recordkeeping needs. A commissioner moved to approve the additional appropriation; another seconded the motion, commissioners voted by voice and the motion carried.
The commissioners recorded no change to fee levels at the meeting; the clerk noted copy and certification fees are set in state law and local ordinance.
The additional appropriation will let the clerk finalize orders with Kimball; the clerk said any unspent funds will remain in the perpetuation fund.
