City Council voted to adopt a strategic plan prepared by Strategic Location Advisors and presented to the council during a February 27 workshop. Presenters told the council the plan was produced at no cost to the city and that the South Carolina Department of Commerce would provide $250,000 toward a project to support the plan.
The staff presentation said, "Again, I want to make this clear that this, the strategic plan was done at no cost, no cost to the city... In addition to there being no charge to the city, the Department of Commerce will, provide $250,000, toward a, a project that would support the strategic plan." The presenter named the consulting lead as Charles Sexton and referenced a Department of Commerce contact, "Mr. Guillion Farson."
Council members moved and seconded adoption of the strategic plan in open session. The mayor called for the vote and the motion carried with "ayes" recorded; the transcript does not include a roll-call vote or the council's detailed implementation schedule.
The presenter and staff urged adoption so the city could "formally move forward" with projects supported by the Department of Commerce funding. No additional details on how the $250,000 would be allocated, a project timeline, or ordinance/resolution identifiers were provided in the public portion of the meeting.
