County facilities update: courthouse and emergency operations center work begins; commissioning planned 2026–27

Stockoff said erosion‑control fencing has been installed and the contractor is mobilizing at the site. He described permitting steps that remain, including recording maps and a donation document with ODOT needed to allow a Highway 20 property transfer to proceed toward city permitting.
Schedule and funding: Stockoff said much of the building work should be substantially complete by fall 2026, with commissioning and final move‑in tasks extending into 2027. He said some site construction tasks (utility and site improvements) will occur toward the end of courthouse construction and could delay full occupancy even if the buildings themselves are completed earlier.
Bond and legal steps: Stockoff said the county is working with state bond counsel and Oregon Judicial Department attorneys to finalize the phase‑1 agreement and state bond documents that will support the EOC funding plan.
