Chapter 5 (tree/code changes) was formally tabled until the scheduled extended work session (first week of March) after commissioners said they preferred to review the draft line-by-line with the contracted arborist present.
Annexation guidance request: A commissioner asked staff to draft proposed code language addressing annexation standards and to present it at a future work session; the item was taken as direction to staff rather than a formal ordinance vote.
The meeting also included a public request for continued military-operations updates to the public and a discussion of the relationship between the comprehensive plan, the civic master plan and the city's strategic plan. Commissioners urged staff and council to coordinate on sequencing a comprehensive-plan update and targeted area master planning. Several members suggested limiting any full citywide civic master plan to specific subareas due to cost and scope.
