Beaufort City Council on Jan. 14 approved the city’s accommodations tax (ATAX) grant recommendations with two council amendments that raise funding for two cultural festivals and leave a modest rollover into next year.
The council increased the Original Gullah Festival award from the committee’s initial recommendation to $35,000 and raised the Freedmen’s Arts District allocation to $20,000. Council members said they wanted to support community programming that promotes cultural heritage and draws visitors while also preserving some funds for contingency and future marketing. After debate about precedent and comparative scoring, the amended ATAX allocation carried by voice vote.
Finance director Alan Iseman presented the committee’s recommendations and explained the administrative context: the city had interviewed 14 applicants and TDAC provided ranked awards. He also outlined a bookkeeping issue related to a $100,000 carryover for the Downtown Twilight initiative and confirmed staff would bring more detail to a future work session. “TDAC interviewed 14 entities and presented their recommendations to council during the November 19 work session,” Iseman said.
Council debate focused on balancing support for established festivals with a conservative approach to available hotel‑occupancy tax revenue. Several council members objected to setting a precedent of covering operating shortfalls from general city funds; others argued for strategic investments in events that produce measurable economic return. After amendments and discussion the final allocations preserved a planned rollover of approximately $29,300 into next fiscal year for future use or targeted marketing, according to staff calculations presented at the meeting.
The amended ATAX slate passed as amended. Council members said they expect the Tourism Development Advisory Committee to continue work with applicants to ensure grant dollars are spent on projects that drive visitor stays and education programming.
