Office lease and furnishings: Council authorized the city manager to enter a lease agreement with Colliers International South Carolina for office space at the Bank of America building (440 Knox Abbeyt/Knox Abbott Drive) for four offices, a meeting space and a small lobby to house utilities administration staff. Council approved a one‑time expenditure of up to $30,000 for office furniture. Staff said the rent includes utilities, and noted the city negotiated free rent for March and April; the motion passed unanimously.
Victim‑advocacy grant match: Council authorized the city manager to submit a continuation grant application to the South Carolina Attorney General’s Office for victim advocacy services and, if approved, to set the grant award and expend up to $14,871.80 from the general fund balance to provide the required local match. Staff indicated the grant is an 80/20 arrangement; staff also referenced a total figure of $74,359 during the discussion. The motion passed unanimously.
Dixiana Road zoning and annexation: Two items related to Dixiana Road—ordinance 2025‑01 (rezoning tax map number 006899‑01‑027 from M‑1 to M‑2) and ordinance 2025‑02 (annexing two parcels, tax map numbers 006899‑01‑029 and 006899‑01‑030, and assigning M‑2 zoning)—were both deferred to the March 4 meeting at the property owner’s request. Each deferral was approved by unanimous vote.
