Cayce council approves first readings to rezone and annex Dixiana Road properties to M-2 industrial

The Cayce City Council on Jan. 15 approved first readings of two ordinances that would expand M-2 industrial zoning on Dixiana Road.

City planning staff said the applicant-owner requested rezoning of approximately 82 acres on Dixiana Road from M-1 to M-2. Planning staff told council the requested M-2 district "supports industrial uses that may not be compatible with more sensitive areas" and that the requested zoning aligns with the city's comprehensive plan and future land use map. The Planning Commission reviewed the map amendment on Dec. 16, 2024, and recommended approval; staff said no members of the public spoke for or against the rezoning at that meeting.

Planning staff also said the applicant sought annexation of two adjacent parcels totaling about 14.6 acres and assignment of M-2 zoning to those parcels; if approved the parcels would be incorporated into the applicant's larger 82-acre property on Dixiana Road. The Planning Commission also recommended unanimous approval of the annexation and zoning assignment.

Council members moved and seconded approval of both first readings. The council conducted a roll-call vote for each ordinance; Mayor Pro Tem Tim James, Councilmember Thomas, Councilmember Socks and the Mayor voted "yes" on both first readings. No votes against or abstentions were recorded on the floor for these first readings.

Council president and staff asked for "some more information before second reading," and staff agreed to provide additional details ahead of the Feb. 4 second-reading date.
