Haysville-area planning commissioners recommended denying a conditional use request to allow a vehicle storage yard for semi trucks at 8900 South Stearns Avenue, citing conflicts with local land-use plans and concerns from nearby residents.
Planning staff said the roughly five-acre property, currently zoned rural residential, contains a manufactured home and two detached garages and has been used to store commercial vehicles. "The applicant is requesting a conditional use to allow a vehicle storage yard on property zoned rural residential," said Christina Reath of the Wichita-Sedgwick County Metropolitan Area Planning Department, identifying the case as CON2025Triple045 and placing the site within Haysville's area of influence. Staff told commissioners the site is identified on the Wichita-Sedgwick County future growth concept map as appropriate for residential uses and recommended denial of the conditional use.
The existing county zoning code treats an outdoor vehicle storage yard as keeping vehicles outside an enclosed building for more than 72 hours; staff noted the unified zoning code allows one commercial vehicle on rural residential lots under Section 4(e)(8) but not multiple semi trucks. Reath told the commission that the applicant received a county zoning violation in January 2025 for storing a semi truck without proper zoning and that staff received one phone call from a neighbor opposing the request.
Nearby residents urged denial at the public hearing. "I hope that you will deny the request for the change," said Sharon Powell, who lives adjacent to the parcel and said her daughter has lived next door for 13 years. Powell raised concerns about gravel roads in the area, possible wear from large trucks, and the effect of a storage yard on residential property values.
Representatives for the property owner said they are pursuing an industrial site in Haysville and asked for time to relocate equipment. "We are pursuing other Haysville locations," said Kelly Bateson, who described ongoing efforts to secure a properly zoned site on Emmett in Haysville. Janet Bates, who identified herself as the owner's agent, said the operation currently stores about "five semis, not always there at the same time," and asked the commission to allow time to move the fleet.
Commissioners debated whether to attach a short-term time limit to a conditional approval but ultimately moved to recommend denial. A motion to deny the conditional use for a vehicle storage yard at 8900 South Stearns Avenue carried; the commission recorded an abstention and otherwise voiced aye votes. Planning staff told the applicant that, if the county commission upholds the denial, the vehicles should be removed from the residential property and, if the county approves the use, the owner must comply with any conditions imposed.
The matter will proceed to the Board of County Commissioners for a final decision; staff noted a county-level approval would require a supermajority if the planning commission recommends denial.
