Council approves insurance renewal, accessible park equipment, pool pricing and routine contracts

On March 10 the Haysville City Council approved an insurance renewal with EMC, contracted for an ADA glider swing at Riggs Park, approved copier lease at the senior center, renewed the swim-club pool agreement, and adopted 2025 pool pricing (including a new scholarship discount).
The Haysville City Council on March 10 approved several routine but budget- and programmatic items, including the city’s liability/property insurance renewal, park equipment purchases and pool-season items.
Insurance: Jeff Bingle of ICI presented a comparative analysis of the city’s renewal options and recommended continuing with EMC Insurance. Bingle said EMC offers a dividend program historically averaging about $27,204 per year to the city, higher liability limits and a blanket property policy that can assist replacement after a large loss. The council voted to approve the EMC renewal.
Accessible playground equipment: The council approved a contract with Great Southern Recreation for $80,731.14 to install an accessible glider (described as an ADA glider swing) in Riggs Park. Staff said surfacing around the piece will use turf and that park and recreation sales-tax funds will pay for the purchase. The park board also plans a second inclusive spin feature at a different park in a later phase.
Senior center copier lease: The council approved a new Konica Minolta copier lease for the senior center. Staff said the city currently pays $172.76 per month and the new lease increases the monthly cost by about $5; staff recommended renewal based on service reliability.
Pool operations and swim club: The council approved the agreement with the Haysville Swim Club for pool practices and meets and approved the 2025 pool fee schedule. Notable changes include a $5 increase for swim lessons and a $10 increase for private lessons. For 2025 the city will implement scholarship-based pricing tied to the Haysville School District free and reduced lunch program: 50% off pool passes for free-lunch households and 25% off for reduced-lunch households. Staff said those discounts will be subsidized from park and recreation sales-tax funds.
Other routine items: The council received and filed February expenditures, approved the consent agenda and approved a number of recurring community and recreation contracts. Most motions passed on roll-call votes with a majority recorded in favor.
Funding and next steps: The EMC insurance renewal, playground contract and pool and lease approvals will be implemented as part of the city’s regular budgeting processes; staff will return as needed for contracts and implementation details.
