Council adopts amendment to FY24–25 budget to buy used patrol vehicles, bus and cover amphitheater change orders

Hanahan city council on Jan. 14 adopted Ordinance 10-2024 (Amendment 1 to the FY 2024–25 budget), authorizing purchases and budget reallocations including five used police vehicles, a 14‑passenger bus for the senior center, amphitheater clearing change orders and other carryover projects.
The Hanahan City Council voted to adopt Ordinance 10-2024, Amendment 1 to the fiscal year 2024–25 budget, approving multiple mid‑year adjustments and capital purchases described by City Treasurer Allison Driggers.
Driggers told council the city would buy five decommissioned police vehicles from the Summerville Police Department—three Dodge Chargers and two Ford Taurus interceptor models—offered at a combined $50,000. She said the vehicles are fully upfitted (lights, cages, radios and camera systems) and that paint/marking costs are estimated at $13,738, bringing the total to $63,738. Driggers said two of the city’s recent totaled vehicles will be replaced using insurance proceeds, and the balance will be funded from the city’s fleet account.
The ordinance also reallocates budgeted but unspent senior center renovation funds to cover several items that were completed or will be completed out of the prior senior center allocation: a $35,225 change order for additional invasive plant clearing at the Hanahan Amphitheater (Aquatic Environmental Southeast), an estimated $30,000 audio overhaul for council chambers (RFP issued, not yet awarded), and $19,900 remaining for two speed hump installations and a flashing crosswalk that were not completed in the prior year. Driggers said these reductions in the senior center line will keep the overall budget balanced.
Council also approved purchase of a 14-passenger bus from Interstate Transportation Equipment at $93,985, to be purchased from capital fleet savings; the bus will be available for senior center trips, summer camp transport and emergency shuttle duties. Driggers noted drivers will receive mandatory annual safety training and that a CDL is not required for the chosen vehicle.
Separately, the city will carry forward $137,332 to complete previously awarded welcome sign work (Missouri Neon Sign Company) from the building fund; the overall capital budget is unchanged by these transfers.
The ordinance passed on second reading by council voice and roll-call votes. The public record shows recorded “aye” votes from multiple council members; no no votes were recorded in the public transcript for the second reading.
No additional policy changes or new recurring programs were created by the amendment. Funding sources cited in the staff report included insurance proceeds, the fleet account and existing capital/building funds. The audio project remains at RFP stage, and procurement will follow procurement policy.
