The Haysville City Council approved a lease agreement allowing Twin Valley Communications to install an 85-foot freestanding communications pole on a 6-by-6-foot leased site at the city's well field.
Tony Martinez, public works director, told the council Twin Valley requested the northwest section of the well-field property and provided design drawings and a photo of a comparable freestanding tower in the meeting packet. Martinez said the lease specifies a 6-foot chain-link fence around the equipment pad and that the monopole will be freestanding with a deep concrete footing. "Yes, they're going to, of course, it goes 6, 6 foot deep, and then, of course, concrete structure around it," Martinez said when asked about foundation depth.
In exchange for the lease Twin Valley will provide free internet service to City Hall and the public works facility, Martinez said. Company representative Butch Mitchell was present for technical questions. Council members asked about whether guy wires would be used and whether the compound would be fenced; staff replied the design shown was a freestanding monopole with no guy wires and that the lease included a six-foot chain-link fence.
Councilman Crum moved to approve the lease and the motion passed with recorded affirmative votes. The council directed staff to proceed with lease execution and site preparation under the specifications shown in the packet.
