County staff to monitor and possibly testify on bill giving Ecology broader landfill oversight

Cowlitz County Public Works staff briefed the Board of Commissioners about Senate Bill 1154, legislation that would require the Washington Department of Ecology to approve landfill permits and permit renewals and would give Ecology authority to suspend permits and levy civil penalties for solid-waste handling facilities.
Sean Roe, Public Works, said the bill as written would allow Ecology to override local jurisdictional health-department permit actions without a request from the health department. Roe told the board staff would like authority instead to see Ecology empowered to act when requested by the local health department, to avoid unilateral state intervention that could create dual enforcement and uncertainty.
Roe asked permission for staff to draft comment letters and, if appropriate, testify through the county—s legislative group and WASAC (Washington State Association of Counties). Commissioners signaled support for staff participation; staff said they will pursue letters and coordinate testimony as needed.
No formal county regulatory change was enacted at the meeting; the board authorized staff engagement on the bill and outreach through county associations.
