Transportation Director Randy Edwards told council Jan. 28 that bids for the East Butler Street sidewalk and drainage improvement project ranged from $496,601.25 to $1,032,985. Council awarded the contract to Campbell Asphalt Paving, the low bidder at $496,601.25. Edwards said the town's engineer had estimated $626,000 and the project budget was $750,000.
Edwards explained the bid structure is staged so storm-drain work must be completed within about 60 days and the paving and finish work are scheduled to follow with a longer completion window. "The low bid was $496,601.25 ... We have not yet received our SCDOT encroachment final approvals, but we do expect to be getting work here in the next couple weeks," Edwards said.
Council members asked about the schedule and Edwards said the storm-drain installation has a 60-day timeline and the overall paving and related work carries a longer, multi-month schedule intended to allow coordination with other nearby construction.
What happens next: staff will finalize SCDOT encroachment approvals and execute a contract with Campbell Asphalt Paving, then coordinate construction sequencing and public notifications for impacted properties.
