Simpsonville selects ICF to assist with FEMA public assistance process

The Simpsonville City Council voted Feb. 11 to approve the selection of ICF Incorporated to assist the city with its FEMA Public Assistance grant work related to recent storm damage.
City staff told council that the city issued a request for proposals (RFP) and received eight responses. Staff said the selection committee recommended ICF because of its personnel location and prior experience working with FEMA grants for other natural disasters. Staff said the grant will provide primarily reimbursement for debris removal and also cover stormwater and culvert damage, building damage, and recreational damage including harm to the pump track and fences at Heritage Park.
Council moved to approve the RFP selection; the motion was seconded and the council recorded the vote in the transcript as passing, with a voice tally noted as "7 to 0." Staff clarified in response to a council question that the contract is reimbursable through FEMA and therefore carries no net cost to the city for the company—s assistance in processing eligible claims.
ICF Incorporated will act as the city—s partner for FEMA public assistance procurement and grant administrative support; the city will seek reimbursement from FEMA for eligible expenses.
