Council authorizes $648,848 contract to complete Phase I of Buckwalter Place Park improvements

Bluffton — The Town Council on March 11 authorized the town manager to execute a $648,848.30 contract with Hilton Head Landscapes LLC to construct Phase I improvements at Buckwalter Place Park, including an expanded restroom with HVAC, improved lighting, sidewalks, a raised crosswalk, stormwater rehabilitation and additional shade trees.
Kim Jones, project manager, briefed council on the project scope and schedule. Phase I focuses on safety and visitor comfort; the restroom footprint will be more than doubled and will add additional fixtures and an HVAC system. The town expects to begin construction this month and to complete the phase by May to accommodate scheduled summer events; the contract includes a 10% contingency.
Jones said the project is funded within the FY2025 budget and that the park master plan envisions additional phases across fiscal years. Council asked about parking availability given redevelopment nearby; town staff said some development-driven parking will return as adjacent economic development projects complete but that additional public parking options are limited without reducing park green space.
Council voted unanimously to approve the contract and contingency and directed staff to begin the pre-construction meeting and notice-to-proceed steps.
