Board approves small-scale amendment to allow church at Highway 79 site

Washington County commissioners approved a small-scale future land use map amendment requested by the property owner to change roughly 6 acres along Highway 79 from agriculture/silviculture to general commercial to allow a future church or place of worship on the site.

Planning staff described the parcel as next to a retention pond maintained by the Florida Department of Transportation and adjacent to a recent commercial change; the parcel is along the Highway 79 corridor authority where commissioners and staff said commercial development is likely to expand. Planning staff reported that no neighbors attended the neighborhood information meeting but that some adjacent neighbors had opposed the change at the planning commission hearing because of uncertainty about future uses. The planning commission recommended approval 6-0 and the board voted to adopt the amendment.

Commissioners discussed whether a land-use change could be conditioned by a development agreement; staff explained that a straight land-use amendment cannot be conditioned to a specific use, but that the developer could pursue a development agreement (more common for larger projects) if both parties agree. Commissioners who spoke emphasized property-rights considerations but noted that subsequent development orders would trigger additional review (traffic, stormwater, floodplain review) and public notifications.
