Board approves Blue Heaven RV Park major development review; stormwater review remains ongoing

Washington County commissioners approved a major development review application for Blue Heaven RV Park and Resort, a proposed phased RV park at 4599 Highway 77, subject to outstanding stormwater and development-order reviews.

Planning staff (Miss McDonald) told the board the 8.1-acre site is already designated general commercial and that the applicants proposed a phased plan with 26 RV slips in phase one and 19 in phase two plus a 1,500-square-foot office and bathhouse. The applicants requested variances to reduce landscape buffering (including a fence in lieu of vegetation along the western property line and relief from Type D 30-foot buffering on the southern property line). A small portion of the parcel was in floodplain; the applicant provided a water-management-district permit for stormwater and planning staff said the county engineer's final stormwater review remained pending as a development-order condition.

Planning commission recommended approval 6-0. The board heard from applicant representative Brandon Poole and from the planning and zoning chair that the commission vote was unanimous. No members of the public testified against the application at the public hearing; staff said the development-order approval would remain contingent on final stormwater acceptance by the county engineer and on standard building and septic/driveway permits.

After brief questions and a motion from the chair, the board voted to approve the planning commission's recommendation.
