Commission approves consent docket and two ordinances including $1.35 million budget amendment

The Largo City Commission on March 18 approved the consent docket and adopted two ordinances on second and final reading: a second-quarter budget amendment totaling $1,352,600 and changes to the city false alarm fee schedule. The consent docket items and both ordinances passed with unanimous votes.

The consent docket included routine reappointments and contracts: reappointments of Darlene Sheets and Kylie Evans to the Community Redevelopment Agency advisory board; technical updates to the State Housing Initiatives Partnership local housing assistance plan; authorization for a bike lane maintenance memorandum of agreement with the Florida Department of Transportation; an agreement for landscaping at property adjacent to 605 Fourth Avenue Northwest; awards and authorizations for biosolids rehabilitation services to Bag House Services Inc. ($518,856 plus $51,886 contingency; total est. $570,742); authorization to purchase metal dumpsters and roll-off containers under Sourcewell contracts (estimated $454,500); purchase and installation of flooring systems for the Largo Community Center through Shaw Integrated Solutions (estimated $203,870); and a joint project agreement with Pinellas County to install a traffic signal at Starkey Road and Willow Avenue, among other items.

On the agenda as ordinance number 2025-15, the second-quarter budget amendment amended the fiscal year 2024/2025 budget to budget $1,352,600 for several items including a countywide multimodal fee study with Forward Pinellas, consultant work to reestablish the Clearwater-Largo Road Community Redevelopment District, vehicle damage replacement costs from Hurricane Milton, HVAC and environmental services replacements, the Clearwater-Largo Road BMP project and buffered bike lanes on East Bay Drive, HVAC at the Southwest Recreational Facility, and a human resources position reclassification (details in appendices A and B of the ordinance). The commission adopted the ordinance on second and final reading; the reading record notes no changes since first reading.

Also on second and final reading, ordinance number 2025-18 amended the city code (Chapter 10, Emergency Systems) to revise the definition of false alarms, authorize a police officer to declare a false alarm and revise the false alarm fee assessment schedule. Staff said the ordinance was revised since the first reading to make the first fine for residential and commercial equal to the second fine if the occupant requests an officer review, effectively shifting the fee schedule down one step in those cases. The ordinance passed unanimously on second and final reading.

All consent docket items were moved, seconded and approved without discussion, and both ordinances were approved on their second and final readings.
