Land Planning Agency approves three rezones and a six-lot replat

The Baker County Land Planning Agency on March 13 approved three rezoning ordinances and a subdivision replat, moves staff said would bring legacy parcels into conformance with current zoning rules and allow planned housing on those parcels.
Staff presented and the board approved ordinance number 2025-003, rezoning a 10-acre parcel owned by Mr. Pippins on Mud Lake Road (about a mile south of County Road 125) from Agricultural 7.5 to Agricultural 5. Staff said the applicant intends to build a garage apartment to occupy temporarily while constructing a site-built primary residence, and that the proposed zoning would allow two dwellings on the property in the future. The board moved, seconded and voted in favor; the motion carried.
The board approved ordinance number 2025-004 to change a parcel owned by Cynthia Robertson off Fred Perry Road from Agricultural 7.5 to Agricultural 5. Staff corrected a slide during the presentation to note the parcel is 6.45 acres and described it as legally nonconforming; rezoning to AG 5 would bring the lot into compliance and permit creation of a family lot later. The motion to approve was moved, seconded and passed.
The board approved ordinance number 2025-008 for a 5-acre parcel owned by Mr. and Mrs. Patterson on Mud Lake (opposite the Pippins parcel) to rezone from Agricultural 7.5 to Agricultural 5. Staff said the parcel, created in February 2007 without completing the proper process at that time, was nonconforming and that the proposed zoning would bring it into compliance and allow a site-built home or a mobile home. The motion passed.
Separately, the board approved a subdivision replat application from Rami Latif for a portion of Block 5 in the Collarfield Subdivision. Staff said the six parcels under review total about 11.6 acres and would be subdivided into six residential lots of at least one acre each (lots ranging roughly 1.9 to 2 acres). Staff recommended approval, the board moved and seconded, and the motion carried for preliminary and final development plan review.
The board also approved minutes from its Feb. 13 meeting at the start of the session.
Why it matters: The rezonings convert parcels designated Agricultural 7.5 to Agricultural 5; staff emphasized the changes are intended to make parcels conforming to current standards and to allow specific future uses such as family lots or a garage apartment tied to a primary dwelling. The Collarfield replat implements a division of Block 5 consistent with the original 1992 plat note that reserved blocks for future one-acre-or-larger lots.
What the board decided next: All motions noted above were approved by voice vote at the March 13 meeting. Staff recommended approval for each zoning item and the replat; board members raised routine questions about setbacks, appraisal/financing for temporary dwellings, and the presence of a small FEMA flood-zone corner on the Patterson parcel, but no board member proposed denial or amendment during the votes.
The agency chair closed the business portion of the meeting after the last motion and the board moved on to broader discussion about a comprehensive plan update and subdivision policy work scheduled for the coming year.
