Weston Commission adopts meeting-procedures and park violator ordinances; flood-protection measure continued to April 7

The Weston City Commission on March 17, 2025, voted unanimously to adopt amendments to the city code clarifying commission meeting procedures and to adopt an ordinance creating Section 52.48, a violator prohibition in public parks. The commission also withdrew agenda item 8 and continued an ordinance on flood-protection regulations (agenda item 9) to its April 7 meeting for additional public advertising.
City Manager Don Decker told the commission that item 8 would be withdrawn and that item 9 would be continued so the two matters could be properly advertised together. "We're going to withdraw item number 8 and continue item number 9 to April 7. Those two items are interrelated and we need to do proper advertising for 8," Decker said.
The vote on the consent agenda was moved by Commissioner Melina McPhee and seconded by Vice Mayor Henry Mead; the clerk recorded a 5-0 roll call in favor (Commissioners Fabio Andrade, Melina McPhee, Byron Jaffe, Vice Mayor Henry Mead and Mayor Margaret Brown). The second-and-final reading of the meeting-procedures ordinance (agenda item 6) passed on a separate 5-0 roll call after a motion moved by Commissioner Fabio Andrade and seconded by Commissioner Melina McPhee. The ordinance amends Section 20.01 of the Code of Ordinances to clarify City Commission procedures and will take effect as provided in the ordinance text.
On the second-and-final reading of the parks ordinance (agenda item 7), Commissioner Melina McPhee thanked the city attorney's office and staff for their work and said the change gives local law enforcement an additional tool. "Thank you, Jamie, and your firm for working hard on this, and thank you, City of Weston in general, the body up here, for making sure that our BSO has one more tool available to them when needed," McPhee said. Commissioner Byron Jaffe added, "I'm just glad anytime we can increase the oversight and protect the students and our kids ... I think it's a very good thing that we're doing." The clerk recorded a 5-0 roll call on that ordinance as well.
The ordinance on flood protection (agenda item 9) — described on the agenda as amendments to Sections 95.01 (residential property) and 95.02 (commercial/industrial/office and golf course property) to provide regulations for flood protection — was not heard. It was formally continued to April 7, 2025. Item 8 was withdrawn from tonight's agenda; city staff said it will be re-advertised and scheduled for a future meeting.
The commission adjourned after announcements about upcoming community events. The April 7 meeting will include the continued flood-protection ordinance and any related items after the required public-advertising period.
