District curriculum staff presented a recommendation to the board to purchase K–3 Core 95% Phonics as the K–3 core instructional program and to continue magnetic reading materials for grades 3–5, funded through the state's literacy-intervention allocation (O85).
"We are requesting a purchase of K3 Core 95 Phonics as our core instructional program," presenter Donna Gephart said, describing classroom sets, student workbooks, teacher manuals and digital subscriptions that accompany the program.
Staff said the materials include intervention kits and supplemental resources that align with the district's literacy-intervention plan under Senate Bill 387 requirements. The materials also provide embedded writing prompts and teacher supports that curriculum staff said will help teachers monitor phonics progress and target interventions.
District staff said the purchase will be paid with the O85 allotment and that teacher bonuses and continued letters training are also supported by the same O85 funding. Staff described this as the second year of full implementation for Core 95% Phonics and the second year for Magnetic Reading's full implementation.
Board members who had observed classrooms or reviewed sample materials praised the consistency of the core and the embedded writing opportunities. No final purchase vote was recorded at the March 3 session; the item was listed on the March 10 agenda as an action item.
