Senate advances package of bills to committees and third reading; committee substitute battles on SB82
Summary

Floor action included first and second readings and referrals of dozens of bills across appropriations and policy areas. On the floor under general orders, the Committee of the Whole reported amendments to Senate Bills 82 and 111 and recommended that the amendments be agreed to and that the bills as amended do pass. The chair asked the Senate to concur; the chamber agreed and placed the bills as amended on third reading. Earlier floor debate on Senate Bill 82 included committee and floor substitutes: a committee substitute (S-1) to SB82 was defeated on the floor, and Senator Chang offered a floor substitute (S-2) that "is adopted," according to the record. There were no further amendments pending when the items were advanced.
Other bills reported without amendment by the committee of the whole and advanced to third reading included Senate Bills 51, 116, 112, 113 and 114, among others. The Committee of the Whole reported that Senate Bills 82 and 111 had amendments recommended for concurrence and that the amendments were concurred.
These procedural steps move many bills closer to final consideration; the bills referred to appropriations committees will undergo fiscal review as required by chamber rules.
